As a core eco-friendly alternative to conventional plastics, the sector features an integrated development framework underpinned by policy incentives, technological upgrades and market expansion. This paper analyzes the development status of the biodegradable plastics industry from three dimensions.
Fueled by national policy support, China’s biodegradable plastics market reached a scale of RMB 7.931 billion in 2019. Sustained market demand and government initiatives to boost the penetration rate of biodegradable plastics have further propelled industrial expansion. Supported by capacity expansion of multiple manufacturers starting from 2020, the market size has maintained steady growth, exceeding RMB 17.2 billion by 2023.
Although China’s biodegradable plastics industry started late, it has witnessed robust growth driven by both policy guidance and market demand, making China the world’s largest producer of biodegradable plastics at present. As plastic restriction and ban regulations are increasingly enforced worldwide, researching and developing eco-friendly biodegradable polymer materials has become one of the effective solutions to plastic pollution. Against this backdrop, China’s biodegradable plastics industry has experienced rapid development. The domestic output of biodegradable plastics hit 713,500 tons in 2023, with the output reaching 369,500 tons in the first half of 2024.
Since the implementation of China’s plastic restriction policy in 2008, the demand for biodegradable plastics has maintained a strong and steady upward momentum. From 2009 to 2023, the annual growth rate of domestic demand for biodegradable plastics surpassed 30%, with total demand hitting 935,300 tons in 2023. In the first half of 2024, China’s demand for biodegradable plastics stood at approximately 436,400 tons.
